Prior to moving to Utah, Jeff Hoel and his family built, owned, and operated CAPS INC. (Construction Assistance & Project Services) in their home town of Olympia Washington. This company assisted investors and home owners with hundreds of residential and commercial projects.

The largest construction projects that we managed, were the retirement communities, Azalea Gardens and Laurel Oaks The successful execution of these projects expanded the portfolio of the parent corporation by millions. All of our fees were generated within existing market values and budgets. Resources often increase substantially by streamlining existing systems and procedures, to increase efficiency and productivity.

The company was built on the belief that "Owner- Builders", Investors, Lenders and Municipalities could experience tangible savings, through consultation with an experienced building professional. The increased affordability of their projects proved to be an important component of the services we rendered. However the pride and satisfaction that our customers enjoyed from being part of a successful project, was the most rewarding aspect for all parties involved.

General Construction Services: CAS INC maintains a license and insurance as a General Contractor in the State of Utah. Although our main focus remains Consultation, and Project Management.
Consultant Services for Municipalities: CAS INC has a strong background working within systems and procedures in countless jurisdictions. We can assist those who prefer the"do-it-yourself" approach, through the permit process for a modest fee. This reduces the work load for the County or City staff, which in turn translates into increased productivity and reduces pressure on existing budgets.
