Having learned to work hard on a small family farm, in Olympia Washington, Jeff entered the construction industry in 1979. In 1981 during the recession he framed USDA subsidized housing. In 1988 Jeff was hired as a Project Manager for the largest builder in Olympia. His responsibilities included planning and overseeing two large commercial projects, while developing an assembly line approach to affordable housing. The quest for truly affordable housing has been a driving force in his business for decades.
In 1998, Jeff began CAPS Inc. (Construction Assistance & Project Services Inc. The affordable Senior communities he helped develop, covered multiple jurisdictions including the City of Lacey, Thurston County, and Pierce County. His proactive support of regulatory agencies contributed to his successful application and issuance of over 700 permits, in conjunction with Azalea Gardens, and Laurel Oaks.
After spending much of 2007 as a volunteer rebuilding homes in the Gulf area, and visiting rural communities all over the Country, Jeff and his family settled on Price Utah to start a new life. In 2008 Jeff started CAS INC (Construction Assistance & Solutions) For the last 12 years he has completed several home renovations, hundreds of local projects including, light commercial, metal roofs, and additions while specializing in accessible living options. e.g. wheel chair ramps, and accessible showers, and countless other ADA home modifications. Jeff is currently working with local engineers to make repairs to homes built on unstable soil conditions
From 2011-2016 Jeff provided consultation to SEUALG regarding the development, implementation and management of the new Self-Help Rehab Pilot Program. This program provided affordable housing for 16 local families. In Early 2017 Jeff successfully completed his contract with the SEUALG with the satisfaction of handing off a self-sustaining program that continues to provide affordable housing to the community. Reaching this milestone enabled CAS INC to refocus our attention on promoting Carbon County as a retirement destination, and providing desperately needed affordable housing.
